Rule 11A
Special provisions regarding promotion

(1) Notwithstanding anything contained in rule 11, for the purpose of promotion, the following number of posts in the following categories shall be maintained –
(a) Three posts in the Gazetted First Class,
(b) Ninth post in the Gazetted Second Class,
(c) twenty-one posts in gazetted third grade and
(d) Thirty-four posts in first category under gazetted gazette.
(2) When promoted to the post as mentioned in sub-rule (1), the promotion shall be made from among the employees working in the post as per Schedule-4 below one category through performance evaluation as per Section 24 of the Act.
(3) If any post mentioned in sub-rule (1) becomes vacant, the ministry shall send a written notice to the Public Service Commission for necessary action related to promotion within one month from the date of such post becoming vacant.
(4) Promotion as per sub-rule (2) shall be done on the basis of the recommendation of the promotion committee as per section 20 of the Act. (5) Officials of the fourth grade gazetted or similar employees shall be automatically maintained in the gazetted third grade as per sub-section (2) of section 7 of the Act.
(6) The Ministry shall promote the third grade head or equivalent employee who has attained the educational qualification listed in Schedule-5 to the rank one higher position in accordance with subsection (3) of section 7 of the Act.
